This paper hypothesizes that several factors, including the structure of the UN, states' interests, international law and norms, and domestic factors of the conflict impeded effective UN intervention in the Rwandan conflict. It is hoped that this research paper will discern to the reader the incidents surrounding the Rwandan conflict and why UN didn’t intervene. Methodology This paper will employ qualitative research methodology to find out why UN was unable to pursue Intervention in Rwanda. It examines available literature on Rwanda Genocide, UN charter and international law pertaining to humanitarian intervention. It will specifically look for the impediments which obstructed UN intervention in the Rwandan conflict. It will begin with a brief history of the Rwandan conflict. Next, the case will be examined to determine whether the structure of the UN obstructed involvement in Rwanda. Following this, the case will be analyzed to determine if international law and the norms of the state system hindered UN intervention. The paper will then look to examine whether states' interests frustrated UN operations. Finally, the paper will explore whether domestic factors within Rwanda-such as the complexity of the conflict and terrain of the region stopped effective UN intervention. Background On April 6, 1994, hope for a peaceful transition to democracy and a broadly representative government ended when the plane ca rrying the Presidents of Rwanda and Burundi was shot down near the Kigali airport, allegedly by extremists in Habyarimana's own party (Des Forges 1999, 31). The death of the Rwandan President was followed by the systematic killing of political opponents of the regime, both Hutu and Tutsi, and a resumption of the civil war. The massacres that followed the death of the President appear to have been well planned, because the speed with which the militia singled out its victims suggests the 'Interahamwe', the pro-government militia, was prepared with their names and addresses (Power 2002, 41). For over three months, Rwanda was gripped by chaos and death which left, out of a population of 7.9 million, up to one million dead and five million internally and externally displaced. The events ground to an eventual stop, not through international pressure or intervention, but through the success of the RPF, which had taken control of most of the country. On July 19, 1994, the RPF established a broad- based national government, a day after declaring a unilateral cease-fire (Ronayne 2001, 13). The international community had responded to the tragedy in Rwanda with inaction (Stanton 2004, 9). Despite the situation, things began to change in the middle 20th century just after the Second World War at around 1948 when some French musicians such as Pierre Schaefer and Pierre Henry began to play music using recoded sounds (AMG Staff 2012). As time progressed, they realized that tape-recorded was a good invention since it gave them the opportunity to do things, which they could not do without sound recording. This is because, through tape recording, they could now be able to speed up or slow down sound; make them quieter or louder; filter the sound; repeat, as well as play the sound backwards (AMG Staff 2012). As a result, they were now able to convert any real life sound such as concrete sounds, rattle of lids of saucepans, crying babies among others into music. The origin of Musique Concrete, however, can be traced back to 1940s brought about by the i nvention of a quality analogue tape recorder for researchers and musicians (Dack 1994, p.4). The two music pioneers, Pierre Henry and Pierre Schaefer while working for ORTF in France began to examine ways of altering the sound they tape-recorded. It is now that Schaeffer introduced the term Musique Concrete in 1948, which according to him meant that concrete, abstract sounds were used as the main ingredients of music according to Dack (1994, p.4). The whole notion behind Musique Concrete is that the composer starts with a set of â€Å"concrete†sounds, which is organized into a piece of music. As a result, theory and traditional musical instruments do not limit the composer of such a piece of music. This implies that they are at liberty to use any sound that they feel appeals to them, and the audience to achieve the final music. The Groupe de Recherche de Musique Concrete [GRMC - Musique Concrete Research Group] was the first music group to be formed and specialized mainly in the recording of Musique Concrete pieces (Battier 2007). Consequently, Etude aux chemins de fer is arguably the first piece of Musique Concrete recorded by Pierre Schaeffer at around the same time. The Etudes were produced using children’s toys, locomotive sounds, and spinning of pot lids. The first piece of Etude was broadcast in October 1948, which generated different reactions from musical circles and the press (Battier 2007). In the next concert held in March 1950, Schaeffer decided to seek for the assistance of Pierre Henry another music composer who later emerged as a famous composer of Musique Concrete genre. After coming together, the two collaborated composing the famous Symphonie pour un homme seul, as well as each composer presenting their individual composition according to Battier (2007). It is reported that the music concert attracted other French composers such as Olivier Messaien. In 1951, Schaeffer acquired the first tape recorder in his studio, which enable d him to transform original sound material according to Lange (2009, P.174). The Scarlet Letter Characters Essay Despite the fact that Hester Prynne, the protagonist of the story, committed adultery she is still an epitome of a woman with dignity. Even though her dress was marked with the symbol of disgrace she still lived a life with her head high and became an important member in her community as a seamstress (Hawthorne, 1981). Hester and her scarlet letter            The Scarlet letter is a story that revolves around the lives of Hester and her daughter out of wedlock, Pearl. Hester committed an adultery with a man that she refuse to name and is sentenced to wear a scarlet letter â€Å"A†on her dress for as long as she lives. This letter is a symbol of disgrace since adultery is considered a capital sin during those times. Despite the everyday indignation that she experiences from people she still bore a child and made a living through sewing. She later on gained popularity as a good seamstress. At the climax of the story wherein the father of Pearl admitted in public that he is the father and died, Hester was already freed from sin. Hester and Pearl left for Europe and lived there until Pearl got married to an aristocrat. Hester came back to her community leaving a descent life and continued on wearing the scarlet letter even though she could have stayed at Europe together with her daughter (Woloszyn,2002). Adultery and the scarlet letter            Adultery during the 1640s was punishable by death and whipping. During the time of Hawthorne the Plymouth law of 1694 dictates that those who commit adultery should display a letter â€Å"A†on their dress (Eldred,1999). Thus, the Scarlet Letter of Hawthorne came about. The Plymouth law is viewed as a light punishment as compared to death and severe whipping however the mark of adultery will be carried as long as she lives. Her child also experienced shame and discrimination especially during her childhood when other children harass and mock her. Hester, her mother, would throw stones at them to make them stop (Eldred,1999). Despite the many sufferings that she has incurred she has had chances of escaping her current state. Choices to escape the scarlet letter            Hester had a choice to reveal the name of the father of her child but she refuse to do so. This could have been her way out of the shame that adultery has caused her but she never did. She was made to wear the scarlet letter with the hopes that she will someday repent and reveal the name of father of her child (Hawthorne, 1981). She never did revealed his name. Perhaps out of love, respect or other factors but this only proves that as a woman she is headstrong. She chose to endure a life as an outcast despite constant discrimination and hate thread that is brought about by the Scarlet letter that she wears. She still has communication with the father of her child. This is a reflection of her strength.            Hester could have opt to live forever in England but she chose to go back to her home town. When she came back she still wore the scarlet letter. She lived a humble life and her opinions were sought and she was respected (Woloszyn,2002). She had a variety of options available for her since she has had a good life in England. For one she could have stayed there. Second she could have have came back but used a different identity. Third, she could have looked for a new husband. There are other options apart from coming back to her hometown wearing the scarlet letter. Im quite sure a lot of women who have experienced what she has gone through would not even wear the scarlet letter again. She on the other hand continued wearing it as a sign of repentance. The woman behind the scarlet letter            Hester is but a fragment of the millions of women who commit adultery. This is a sin however Hester proved that a person should not be judged by a single mistake but by how she lived her life. There are different factors that may push one to commit adultery but what matters is that Hester repented for her sins and continued to repent until the day she died.            The scarlet letter that she has worn for so long has not penetrated in her. She is still free from bitterness and vile as she lived and showed a beautiful heart. Though she has committed a sin she refused to keep her head buried in shame.
